According to the policy outline shared by Hon. Ibrahim A. Umar (IAU), the proposed reform seeks to make land ownership in Nigeria more secure, transparent, and accessible, allowing millions of citizens to unlock the economic value of their land for wealth creation, investment, and national development.

At the heart of the proposal is the simplification of the land titling process. The blueprint promises to streamline the issuance of Certificates of Occupancy (C of O) by reducing bureaucratic bottlenecks, eliminating unnecessary delays, and improving transparency in land administration. The objective is to ensure that property owners can obtain legal documentation with greater ease and confidence.

The proposed reforms also emphasize unlocking the economic potential of land by enabling individuals, farmers, and businesses to use legally documented property as collateral for affordable bank loans.

Supporters of the initiative argue that this would encourage entrepreneurship, expand agricultural production, and attract increased private sector investment across the country.
A major component of the blueprint is the modernization of land administration through digital technology. The plan advocates the adoption of Geographic Information System (GIS) technology and computerized land registries to improve efficiency, curb fraudulent land transactions, and significantly reduce disputes over land ownership.

The proposal further calls for legal and institutional reforms aimed at strengthening property rights, improving land governance, and harmonizing customary and statutory land ownership systems. Advocates believe these measures would boost investor confidence and create a more reliable framework for land administration nationwide.

If implemented, the reform is expected to expand access to credit, stimulate investment, reduce land-related conflicts, enhance transparency, and transform land assets into powerful drivers of sustainable economic growth.
